To comply with the requirements of the Patient Protection and Affordable Care Act, states must launch health insurance exchanges that allow eligible state residents to search for, choose and buy health insurance, and small businesses to pool together to reduce their insurance costs. At its core, a health insurance exchange, or HIX, is state-based and targets providing cost-effective insurance to the currently uninsured and small employers while facilitating changes to the health insurance market. Along with guaranteed insurance, other consumer protections, the individual mandate, and penalties for larger employers that do not offer health insurance, HIX are expected to bring transformational change to the private health insurance market. All of these need to be incorporated into the HIX, making it a mammoth and resource intensive project. In addition, the Department of Health and Human Services has required that states must meet two deadlines regarding the launch of a state-run health insurance exchange:

• "Readiness determination" deadline of January 1, 2013 and
• Exchange "Go live" deadline of January 1, 2014.
