ISSUE: HealthCare.gov Use Fees Threatens Health Care Affordability and State Marketplace Sustainability

States using HealthCare.gov are facing new and unpredictable federal technology fees as long as they continue to rely on HealthCare.gov. Additional federal costs to states and carriers will be passed along to consumers in the form of increased carrier premiums, while limiting state marketplaces’ ability to perform critical state and local functions. Marketplace finances will remain at risk until states consider alternatives to HealthCare.gov.
